Okay that makes more sense now that I reread that.

There are level caps for perks, it says so right on the page.

Fallout 2 had like 80 perks, but I still liked it. I honestly don't care too much about how it plays as long as the story doesn't end up like 3. I'd rather it be more like NV or The Pitt DLC.
