Swift Learner is the completely useless Perk I was referring to. Even with the max 3 ranks that is only 15% bonus. So when guys w/o it just hit level 20, guys with it will be what? *almost* level 21? useless. Much better to get increased ranged damage (and believe me, you will need it)...
