I think one way is to convince the guard that your going to empty the trash or something (not sure if it's possible though) and another one that you say you need to secure the fob (orders from mainbase or something). latter requires quite high speech and probably some info too.

probably not as it's impossible to be good and bad at the same time. and it's just as likely that there are other mutually exclusive quests out there too, like being a warrior shaman sounds impossible combination for example (not sure if it is though).

presumably the quests you can get are affected by your skills/stats, I too made a custom char (unlucky, weak and all others high) and tagged speech since it has lots of uses. and got the shaman quest (which enables you to make use of plants, new kinds of drugs to be exact....too bad I havent...
