I'd like to give it a try, but I can't find a way to set my special stats to 10 at the start of the game. Can someone help me?

I hope they fix that problem for Fallout 4. I absolutely hate having to scroll through tons of unusable, undroppable crap just because I decided to solve a quest without it.
I wouldn't mind seeing a partially destroyed city, as long as it doesn't end up like D.C. where you've got just enough space to get to the next subway station. That said, I'd much prefer to be somewhere that has been so utterly devastated that life is just coming back to it.
