Hmm...I'm having a different issue, and it seems tied to the fact that I have dual monitors. To avoid the 'Failure initializing input devices' error, I set background keyboard and mouse to 1. This allowed me to start/play Fallout 2, but at the same time, the mouse "drifts" in the background...
