You're half right and half wrong. The 5% isn't subtracted from the base skill, its subtracted from the final percent to hit. For instance if you have 125% small gun skill(THAT percent sign is meaning less as it has nothing to do with being out of 100), and you are aiming in very dark conditions...

I don't have an old save... Is there any way to hack it if its totally necessary? I mean i'm not to clear on how the game is saved, but what file stores where your car is, and is it possible to edit it? SIDENOTE QUESTION, I never completely finished the game before, do i need the Geck to win?

My car ran out of fuel on the Vault City sector. Now i can't figure out how to get to it. It really was a 100 to 1 odds kind of thing. I don't really mind traveling around on foot everywhere, but my excavator chip, GECK, several weapons, armor, tons of ammo, and who knows how many holodiscs...

HAH! You extracted its brain?!? Thats awesome. Did it get rid of the jinx? When I killed the dog, it was still dead but it was with me at every new location, it just didn't move and when i examined it it was dead. Could you use that brain in the skynet robot? That would be pretty freaking...

I actually managed to hit the Pariah and the stupid toxic field in the same trip from Vault 13 to Arroyo

I started with 7 luck, but i ran into the dog anyways. When i looked back i had only 1 luck. I figured that the dog automatically made me lose my luck, but from what i've read here thats not the case. Does anybody know what made me lose all of my luck!?!?!
