Well that was sort of the problem. It was more that I had copied the contents of the "F1ToF2Conversion_English" folder into the F2 folder and then copied the master.dat and critters.dat from the F1 CD into that folder too. I realised my mistake when I looked at the cfg file and saw that it was...

The instructions provided don't seem to work... I'm assuming that you still need to copy the Master.dat and Critters.dat files into the F2 directory where the F1ToF2Conversion files were copied to. After patching there's a new fallout.exe file created but when run all I get is the error...
