NPC's are not with me. The guards don´t attack as long as I stay in one area (near the main gate). Could this be some kind of a bug?

When I go to NCR I can only walk in the northern parts of the city. When I go inside a building or move about 2 streets south, all the cops attack me. I haven´t got any weapons in my hands and all my team mates are in a different city, I even tried without my power armor. I had a lot of quests...
