Well guys, I got it fixed. Apparently something just went super wonky with my video drivers. I completely uninstalled my video card drivers, removed the card from Hardware manager, reinstalled them... and then everything was working fine.

There's alot of the points or sub-points you bring up that are covered in other dialogue options (regarding the storyline). However, the rest of your points, I agree with enough to not dispute them. However, what pisses me off the MOST. More than it being FPS, more than VATS being annoying...
