hmm, so I think it might be an issue with the game using my laptops integrated graphics instead of my gpu. When I run the game, the task manager shows the integrated graphics working, and no activity on the geforce gpu. I've added the fallout2.exe and fallout2hd.exe files to the windows graphics...
