Fallout 2 has fewer talking heads than Fallout 1. It's a victim of circumstance. Game development was cut short and released as a half finished, bug infested mess. F2RP devs expressed a hope of adding more talking heads someday. There is a working new talking head for Cassidy, but not Goris.
