Only Fallout-game I ever bothered with explosives was Tactics, where having a dedicated grenade-guy almost makes the game too easy
I don't think I ever threw a single grenade in FO3/FONV, never in FO1 and in FO2 only EMP grenades at the defunct robots in SAD just for giggles.

Explosives are real good with the perks later on. With the various tiny tot nukes and grenade launchers I think you can pretty much just wipe everyone out with ease.
On my latest FO2 playthrough I pushed thrown up to 40% JUST for the EMP-party at the SAD On latest playthroughs I don't even put points on anything that has skill-books, leaving plenty over for frivolous shit, such as near 150% H2H just for the kung-fu sessions and boxing matches
(as in, I let skill-books bring associated skills to 85-90 before allocating points - but untill then, that's a lot of free points left for other stuff)
I usually use a 40mm launcher all the way through the game. I get at least a level or two of the perk that makes them do more damage and hit the deck. And mines and grenades but moreso the launcher. It can make quick work of something you don't feel like dealing with.
