There is basically lack of special stats check even in older game, the exception are Intelligent, Perception and Luck. There should be something like certain situation that demand pure primal talent instead of skill, like only gifted individual could pass this.
Unless all stats check are just placeholder for missing skill check not already exist in the game which would remind me of certain tabletop rpg....
Becoming Vault City citizen in fallout 2 is basically the best example of what can be correctly done. Intelligence check, both low and high in black isle/obsidian games are also that.
S4, P8, E4, C2, I9, A5 L8 can guarantee you almost all new vegas content, for example. The STR and END can be increased by lots of stuff, especially the former it's not even worthy to slightly invest to those except if you use small arm and not wanted to get handicapped in early game.
I think this kind of role playing gameplay has become out of fashion with a lot of gamers because they feel like they are "locked out" of content. Todd Howard even used that argument once against a lot stat checks in his game (like Oblivion for example).
@Crni Vuk Bethesda is definitely out of equation in this conversation. Even if we include skyrim there still fair amount of roleplay among core gamer and they are the kind that ussually tolerate Beth's antics.
