He would have just brought ED-E himself. He wanted the Courier as witness but it wasn't the crux of his plan at all. He needed ED-E and wanted the Courier to ,"deliver" it

Yeah but… isn’t the Courier witnessing his nuking of their home… the whole gratifying point of delivering ED-E? If he had just nuked Dry Wells/the Long 15 I highly doubt it would’ve been as satisfying a revenge, because the Courier no longer has to live with the knowledge of that destruction. Always margin for Ulysses simply wanting to teach the citizens of the Legion/NCR a lesson, yet it feels like less of a win

It would be less of a win but his ultimate objective would still be accomplished - besides the Courier dying in the Divide would provide satisfaction in that they would be killed by the hell they created. Justice, in a fashion.

Maybe, but I get the feeling Ulysses was less about poetic justice and more about self-gratification.
