I doubt you even have a companion to try out the various functions it offers if you do my bad for assuming you did not just stop at Dan giving you quests and never made it to krazny.

I mean these are literally the very first spots in the game like you just quit at the Den or something and said this game has nothing but drug addicts. Anyway sorry you did not enjoy but one game off the list at least.
No hard encounters: If I can't even play the game to get to those hard encounters then that's just another sign to me that the game is bad. I have to suffer through a ton of dull combat to get to anything remotely interesting. Other games' combat is just good off the bat.
Now my word isn't law. Other people can make up their own minds about games. But I look at Atom critically and I think it's a poor game based on my criteria. But my criteria is still just my subjective opinion. 'I' think that it is a bad game. It doesn't objectively make it a bad game. People can read your praise and my criticism and come to their own conclusions.
When it comes to games as a whole I just really don't like the argument of "oh but it gets better", cause like, ok, what if it doesn't? What if I spend an hour in a game and feel like "nah" but then force myself to play another 5 hours only to feel "Fuck this", cool, I now wasted 5 more hours on something I was already unsure about.
Doesn't mean you shouldn't give games a chance, but a game needs to hook you. If it fails to do that then it is perfectly reasonable in my eyes to ditch the game.
Like I started the game up again and loaded to the factory and I think the area of the location looks what I'd expect it to look. Here's a factory, yep. Here's an irradiated trench. Yep. Here's a wall around the factory. Yup. The problem is that I don't think anything really pops to make it looks interesting.
If they had their own banners for their gang with a symbol on it and they had them hung up on the wall on the sides of each entrance, had the main dudes office decorated in the stuff. Had some guy in the factory working on making more banners. A few spray tags of the icon---
---and then had the guards all dress up in the same red leather jacket with a bit of a glisten to it, a singular leather shoulder pad on the side with straps that reach around the other side; Then I think that the location would 'pop' a lot more .
