Which is strangely why the Empire prefers to use terror and fear rather then direct control. It's why we see so many of the Empire's planets only containing Storm Troopers and Imperial forces, yet otherwise they appear quite independent as long as they don't disobey the Empire. The Empire aren't Oceania style totalitarians.
Then what's even the point of an Empire if it just has some grunts to "keep hold" of something like A PLANET. Why are they even a treat, they would need to convince people to join their army so they can be subjugated and subjugate others. Some things just don't work on scale.
"moving them to a different planet" you see no issue with that statement? this are PLANETS, not cities, not villages, PLANETS. How the fuck fo you conscript a whole planet? How do you keep hold of a WHOLE PLANET? Same reason the "trade blockade" from the prequels make no sense, THESE ARE PLANETS.
So what? The Empire isn't the typical totalitarian state that wants to control every last aspect of people's lives. They're an Imperialist war machine that couldn't care less if 99% is not under their direct control as long as they get their resources, their conscripts and no rebellion.
Then what is the point of making an empire if they are just gonna live their lives normally and you can't even have any control of anything? And why would people even revolt to something that would have no effect on their lives? How would the Empire even make sure "they get their resources" from WHOLE PLANETS, and what do they use these resources for even?
