No Mutants Allowed

I have been working for hours on did, installing and re installing my copy and constantly experimenting with mods and FOMM as well as MO to see what is causing it.

I honestly feel that someone was mocking me and if I ever find this person I will make him or her experience suffering beyond definition.

So what's the exact problem?

Well a NPC, a NCR trooper was being spawned within the premises of Primm rather than next to the shack under the overpass between East and West Primm as I told you.
Problem is that this messed up the quest with the escaped convicts a little as he already opened fire on them the first time I arrive in Primm.
