Jury Rigging is really not that great, since the ability to make Weapon Repair Kits is actually pretty damn easy, especially if you do That Lucky Old Sun. No, the perk is more for people who use unique, heavy duty armor, like Power Armor/Desert Ranger armor. That's about it, honestly.
