    To be honest, Fallout was always system-confused. SPECIAL was a half-assed effort to replace GURPS, which eviscerated game balance. It works for the intended gameplay. In what way is it bad? Unbalanced and counterintuitive? I agree, it sometimes is, but it doesn't detract from the game.
