I don't particularly agree with this because I felt they were believable based on my personal experiences living in Atlanta. Falling Down is far more guilty of this than Joker is.

It doesn't end on a cliffhanger relevant to the main quest and there are side quests that are literally unfinished as well. I understand why they did what they did. Its how they went about it that bothers me.
