Almost every New Vegas quest is "above" average by the way. On the other hand F4 only have one (yes one quest) with choices, mildly interesting content and can be done with zero violence (ironically you'll have to let someone be killed in front of you to get this outcome...).

I believe Vtm:Bloodlines had a very good way of giving XP. This game only rewarded results, not how you got them. Exp per kill always proves to be problematic in a RPG.

Well probably because he's actualy good and untill Oblivion, no rpg had a decent stealth gameplay. Also for a 2006 game Oblivion had a very good stealth mechanic. It maybe not "THE" stealth game of that time but for such a vast sandbox game which had one of the biggest(if not the biggest) game...
