First question: There unused perks, no NPCs use them, I'll do a little testing to see if they have any effects. Second question: Most are cancelled or useless but some still have effects.

Enclave v3.3 is in a automated installer so it does the work for you. :) V3.3 requires the Mod Launcher v2.1+ and the Improver Data patch v2.2+ to run.
