Elders are group in command why would they wear power armor it's obvious that they supervise research and tactics of the brotherhood? Why would you wear power armor when you almost never leave the bunker. Same goes for scribes they don't wear it because fighting it's not what they do... power...

You can make iso copy of your original cd and mount it with some virtual cd device this might work for you and as far as I know it's perfectly legal. If i renember right the gog version don't have cd checks.
