    Use and Equip Item or just Possess It in Inventory

    I don't think I've ever understood this definitively. But, if I have an item (e.g. Lockpicks), do I have to "use" that item in order to receive the lockpick bonus or do I just need it in my inventory? Currently, I'm playing Fallout 2, but I wouldn't mind the answer for both Fallout RPG games...
