Basic skinning

I can recolor and alter a picture or DDS but how do I export a texture and then use it for a mod?
Can someone please point me in the right direction?

And another bumb, beats making a a new thread and I am sure others that do not know how to handle exporting and importing textures would like to know too.

I want to make a centaur gun with the railway rifle as a base, but I want to paint it green.
