Can fallout 1 & 2 support animated frms?

I haven't touched fallout 1 or 2 's modding kits before I have a freshly made animated STR gif and I want to know if it can be turned into a mod or will it be some random gif if it cant be turned into a mod and yet the is interest in these ill make the rest

I have no idea. Try and you will see. There are frame animator and frm workshop that I know of to convert to frm, though art work is not my cup of tea, so I can't tell you reliably how to use them. You might need to convert your GIF in a BMP 8 bit to use with these tools, I think.

There are other tools here, maybe you will find one better for your purpose.
