I think they gradually develop into a tribe and become their own thing. I do think it should be noted that to be actual tribal-tribals requires a sense of history and shared purpose which makes it their "nation" so to speak.

They're tribals, definitely, in New Vegas.

I believe that in Fallout 1 (and 2 by extension) they are not a tribe. By Fallout New Vegas, yes they are without a doubt a tribe.

Since when has having a highly, or rather a somewhat, developed culture been a qualifying feature of a tribe?

Tribe: A social division in a traditional society consisting of families or communities linked by social, economic, religious, or blood ties, with a common culture and dialect, typically having a recognized leader.
Why doesn't this fit the original Khans? They had social, economic, blood and cultural ties as well as a recognized leader.

So the Mafia is a tribe? So the massive amounts of family run criminal gangs are tribes? So my family is a tribe? You're stretching the definition to cover almost everything.

Do me a favor and clearly list out the parameters that a community must meet to qualify as a tribe, in your mind.

They do have one, but they're not considered a tribe.

But otherwise the term tribe is a fairly contested term, and so it depends on who's using it. There's no clear definition of a tribe, as there is no clear definition of an RPG.

I think the tribal identity was forged from all the hardships the Khans faced between Fallout 2 and New Vegas. I think that crucible was what turned a raider gang into more then just that.

I agree. According to one very open definition they're a tribe, according to another (they aren't self sufficient and they certainly don't rely on the land) they're not.

Why wouldn't the Khans from 1 and 2 fit that, anyway? They're a group of distinct people, largely self-sufficient that aren't integrated to national society. They don't fit the land bit but they don't live off the land in New Vegas either.

They aren't self sufficient in any of the games, though if they ever were it would've been in Fallout 2, not New Vegas.

Pretty much everything outside of society would fit that definition, so it's much too broad.

They aren't, they rely on raiding others and stealing. That's not self sufficiency. But in New Vegas they have a unique culture that's not merely being raiders.
