I believe that in Fallout 1 (and 2 by extension) they are not a tribe. By Fallout New Vegas, yes they are without a doubt a tribe.

Since when has having a highly, or rather a somewhat, developed culture been a qualifying feature of a tribe?I do think it should be noted that to be actual tribal-tribals requires a sense of history and shared purpose which makes it their "nation" so to speak.

Hm, Khans aren't included in the tribal description though, they're left closer to the raiders and Fiends. I wonder how Obsidian felt about the Khans and if they ever addressed the tribal question for New Vegas.

But otherwise the term tribe is a fairly contested term, and so it depends on who's using it. There's no clear definition of a tribe, as there is no clear definition of an RPG.
I agree. According to one very open definition they're a tribe, according to another (they aren't self sufficient and they certainly don't rely on the land) they're not.Its so contested because it's a very loose term with vast applicability.
