Do "bypass armor" critical hits bypass innate DR (perks, drugs, implants)?

In Fallout 2, the only thing that can take down a late game character with fast shot, sniper and luck 10 are receiving bypass armor critical hits from enemies. I wanted to see if getting the toughness perk after level 21 would be a waste.

The "bypass armor" effect doesn't ignore DR/DT completely, it just reduces both to 1/5.

Does the "bypass armor" effect also reduce the DR from perks, drugs, implants to 1/5?
