You can increase your luck stat at the Boneyard. Talk to the man that can read tarot cards. He's in a tent south of the house where Smitty is. Talk to him 3 times and your luck will increase by 1. Also you can get operation at the BoS. Increasing all of your stats by 1.

That's almost it for permanent increases - you only missed a random encounter with a celt. IF you sing with him, your charisma goes up by 1.
