Killing AHS-9 in San Fran

Im killing all the hubologists in san fran (because otherwise dr. fung wont talk to me, and i need him to do chip's spleen quest). However, whenever i try to kill AHS-9, and after i kill everyone else and try to go down to the exit stairs, there are always forcefields in place blocking me. Same thing happens if i start at AHS-7 and go up, i get locked out by the forcefields. How do i get past them or prevent them from going up?

(I don't really remember who Dr fung is exectly, but there are two doctors that got something to do with the quest: the one in the Shi palace and the one who heals you. If Dr fung is the healer, you should be able to talk to him anytime, so there's something wrong with the game. I'm assuming that Dr fung is the one at the palace.)

Thats because you're doing it all in the wrong order. Who told you Dr fung will talk to you if you kill all the hubologists anyway?
First, talk to the guy from the BOS, and get the vertibird plans for him. When you give him the plans, you'll get a copy of them. Go with the copy to the Shi palace and talk to the advisor to the emperor, saying that you want to talk to the emepror. He'll tell you to find some, guess what, vertibird plans and give them to, guess who, Dr fung. You give him the plans, and talk to him about the spleen. If you really want to talk to the emepror you'll have to whack AHS-9 anyway, and you should get to him, kill hit and run away.

Good advice, but I think his problem is with the force field...:

3 ways,
1. Use a tool on the force field emitters(it's the sand clock looking thing next to the field), if your repair skill is high enough you should be able to disable them.
2. Take the quest of delievering the letter from the Hubologist in NCR to AHS-9, and ask AHS-7 if you can be let in to give him the letter.(I think the letter has to be in your inventory)
3. Tell AHS-7(the guy in robes right below the stairs) you are interested in joining them, and he will let you in to see presentation done by some New Reno porn stars.

The "repair" skill used on the force field emitter (without tool) will also do...if it isn't high enough - try a few more times - it should work eventually.

to clear some things up: dr fung is NOT the guy in the palace, he is the one right southeast of the boxing ring. And the reason he wont talk to me is because i became a hubologist, so now i need to kill them all to have my hubologism (or whatever :P) revoked. And i tried repairing them before with a repair skill of 100 (and also a science skill of 102 if that matters) but nothing happened. I'll try again though, and if it doesnt work ill go get a tool and try it.

dr. wong is the guy in the palace. Ive already given him (and the BOS people, for that matter) the vertibird plans and i already got the quest to kill AHS-9.

I've done it with Repair 90%. Explosives work on the Shi and Hubologist forcefields as well.

i had 100% repair skill and all it said was "you cannot repair that".

If you turn the difficulty to easy it gives you a +20% skill bonus when using a skill in game terms. That means 60% repair would be 80% and so forth (however it still says 60% in your character info). My advice is if it gets tricky just turn it to easy, I know it's cheap but sometimes the game limits you in ways that are just really tough to take into account. Such as in FO1 where you have the chance to repair the power armor for a set of it (has to be done if your karma is too low) you need like 80% repair which is VERY tough to naturally achieve because those skills are kind of irrelevant when you focus primarily on self-defense and speech skills.

Yup, a very well balanced game. FO2 is less well balanced mostly because it's so big that you never have to decide which type of character you're going to play, and because there's never any lack of money or ammo except for at the very beginning of the game. In my opinion it's a _good_ sign if a game forces you to make meaningful decisions.
