Is Horizon: Zero Dawn connected to Fallout?

John Gonzalez is the main writer for both Fallout New Vegas and Horizon Zero Dawn. I noticed a lot of elements from HZD resemble Van Buren, in particular the Greek-themed AIs and restoring life from DNA vaults.

Is this connection intentional by the authors? Semi-related, can these two universes potentially be reconciled?
 
No, and I'll never understand how he wrote NV, one of the best games ever, and also wrote Horizon, one of the most boring games ever.
 
Well one is some dumb open world game and the other is something resembling a real RPG. Kinda easy to see how he would do better there.
