It has an ammo capacity of 12 and apparently takes magazines but also has a revolving cylinder. What’s up with that?

I'd say go with the crunch. The vault dweller can fire 12 rounds from his 10mm, but the player UI looks like it should be six. Doesn't matter, the 12 shot answer still happens. So, auto-load.
The art design was inspired by some comic book cover that had a strange revolver on it, but the game mechanics and the description clearly depict an autoloader. Just chalk the cylinder down to some weird low res graphic illusion and consider it an automatic ^^
