what is it? there is rumour that BiS have licended of this engine for fo3...is it true? and WHat game engine is it?

It's true, they did licence the lith-tech engine. This engine was used by Monolith to create the 3d shooters "Shogo: Mobile armor division" and "Blood 2: The Chosen". Here's a link to the lithtech site http://www.lith.com/lithtech/.
 
How do you know?

I checked out the lithtech site and the possibilities of the engine are certainly good enough to create fallout 3 with it. BIS could do a wide range of RPGs with this engine including fallout 3.
