Please tell me what I did wrong:
- Installed FO2 (GOG version).
- Installed Restoration mod, latest version.
- Economy and Combat Rebalance mod.
- Interplay's map editor.
- High Resolution Patch for Mapper, latest version.

Every time I double-click mapper2.exe, I receive this error message: Failure initializing input devices.

Fallout 2 location:
D:\Fallout 2 - Chosen One

Mapper location:
D:\Fallout 2 Mapper

OS: Win 7

Please help.

Did you have the same problem with fallout2.exe? I receive this message everytime with following conditions:
1) run fallout2.exe
2) click, focus on any other window before game opens
3) crash

Never found out how to fix it though. Game tends to load very slowly sometimes and I just run executable twice in a second - seems to help for some reason. Tried disabling both sfall and hi-res patch, didn't help either. Looks like fallout engine and Windows 7 doesn't like each other :)

One perennial thing to check with the Mapper is to make sure the text file mapper2.cfg has the correct paths to your game installation (in six places). For example:

critter.dat=D:\Fallout2-ChosenOne\critter.dat
critter_patches=D:\Fallout2-ChosenOne\data\

Also you have to get rid of those spaces in the folder names (Fallout2-ChosenOne is fine, Fallout 2 - Chosen One is no good).

One more thing: if you're going to use the Mapper to edit any proto files (critters, weapons, etc), you'll also need to make a dev directory. Based on what you wrote, you'd make this folder as well:

D:\Fallout2\dev\proto

(Again note no space between 'Fallout' and '2').

If fixing all these things doesn't work, there are more solutions to try, but these are the most common problems.
