Question about FO2 modding (no experience at all)

I've never modded anything in my life, nor do I know anything about programming...but I would at least like to be able to make new FO2 NPCs, or edit existing ones...

my question is, is this even possible for someone like myself who knows absolutely nothing about it? Is it hard to do and understand?? I just have no idea, so any help and/or begining modding tutorials for the layman would be appreciated--the ones hosted on NMA are over my head
