Recommendations on FRM Editing Tool

Hey there, I've been using F2_FRM converter_v2.0_by IcEMaN345 to convert *.BMP and *.PNG files to *.FRM files as a part of my mod development efforts.

Unfortunately I've run into a strange situation with the created *.FRM file. It looks correct in the converter, but it shows up with alternate colors in game.

Does anyone have a recommendation for an alternate tool that they've had a better experience with?

Thanks @NovaRain. I've already been out on Drobovik's site and not found anything better; but I'll take a look at the TeamX site and see if there's something more interesting there.
 
Alright, I tried two other tools and think I figured out the problem. It looks like using "Text" in these graphic files is the problem. When imported into FO2, it converts those elements from the drawn color to black. I just need to "draw" the letters, not cheat and use the text tool.
 
That's weird. I guess the colors are wrong. Did you convert the image to the fallout color palette before converting it into the frm file?
 
I appreciate the insight @Lexx. I'm very very weak in my understanding of how to use graphic tools. Most of the time I draw what I need pixel by pixel in MS Paint. I have not used palettes or advanced graphic tools before.

I think I need to do more research on these tools before I ask more questions. It was just strange that the pictures changed depending on whether it was being viewed in game or externally.

The good news is that I don't plan to do a lot of graphic updates with my Mod. I'll just be tossing in a few Town Map Art files and new text buttons for the world map. If text and a few graphic elements show up in the wrong color for my initial release, it's not a huge deal. I'm sure I'll be forgiven if the rest of the mod flows well. :D
