Targeting?

I heard that the possibility to shoot in the eye or the groin in F3 has been replaced with the shooting the fingers on the right & left hand? By why?

I believe you've heard wrong. Eye and groin shots will be removed in favour of nothing else.

Well shooting fingers wasn't quite a possibility in the previous two Fallouts.

Apparently, no.

Not the fingers exactly, you can shoot their weapon out of their hand, which can in turn damage their hand.
Thats new, but groin and eyes are out.

For guns eyes dont make sense, so no real loss, but groin should have been left in, and eyes are important for melee and throwing.

Their explanation for leaving out groin shots was 'We don't see it adding anything'. Their explanation for leaving out eye shots was 'Shooting someone in the head makes the head go 'boom' anyway, so we don't need an additional targeting point'.

But that's how I kept winning all the boxing with my lousy wimpy intelligent & diplomatic character.

I didn't really go through the article from word to word as to what they exactly and precisely said.

But is there a possibility that if you aim for head, you might still hit the eyes by accident? I mean... I kinda hope that aiming for head is more like "trying to hit some part of the whole head area" rather than "Trying to hit the head, but avoiding the eyes".

However taking the groin shot away like this doesn't make sense in the same way. Well... unless your aim is so poor that you "accidentally" hit the groin while aiming for legs, or torso.

It might be sorta utopistic thinking though.

I don't know about the other posters here, but shooting me in the groin would certainly give my opposition an advantage. As for purpose, well that depends on what defines groin. I am fairly certain that being shot in the general area of your hips,gluts or genitalia will or can disable movement. However so does shooting some one in the legs so I suppose its simply one less means to an end. Also, the point of shooting the eyes makes the head go boom is valid and true to previous Fallouts as well, so make guns effect head and eyes target the same while HtH and melee differently. However I will expect to blind npcs with my bb gun!

I pretty much always aimed for the eyes to make my enemies go blind, and first after that went for body or headshots, depending on the enemy in question. (If it was still alive that is)
