The mysteriouswhereabouts about the hub in Fallout

Hello, this is a riddle that i have never been able to solve. As you all know, The Hub had an ending(canon) where Harold helps humans and Ghouls to live together.

This ending is cannon since we get to see Harold alive in next fallout games.

Sduibek has restored this ending in a way in his FIXT mod and i am looking forward to testing it soon when i have time.

What i would like to know, though, is how developpers would have liked things to happen. Was this "bug" a way to hide a plot-hole that remained because of lack of time and resources?

What should you have done, in the mind of developpers? I think maybe Decker was supposed to have more development and dialogs, or that there were unfinished quests involving racial tensions in the hub, possibly a district or map that was never developped and where you would have met other ghouls than Harold.
Or maybe quests establishing a link between the hub and Necropolis, and tensions between them.

When i look at it, i see the Hub as some sort of prototype of what cities were gonna be in Fallout 2. For me, it is an area that couldnt get a fully satisfyng final result and had some of its content cut off.But thats all guesswork.
 
If I'm gonna guess, I'm gonna guess the following: there was some kind of quest-arc for helping the underground ghouls win influence over Necropolis. A lot of the bad press the ghouls have is pretty much Set's faction faking zombies to keep people at bay. There is nothing documented that I know of, though.
