First time out of the vault

The case of the Salvatore often bugs me because they are depicted as a rising power in Fallout 2. According to the lore, Laser guns helped the family take out a lot of Bishop and Mordinho's men. A single man with a laser pistol could, according to Wright, wipe his whole clan. This is an exaggeration from him but even so, I feel the game balance contradicts the lore in a too obvous way.
Salvatore has less men than any of the other families, and if we organazied a fight between him and any other family, I am confident, The Bishop, the Mordinhos and possibly the Wright would win by a big margin.
They are a majo rising power and they were granted a decent territory by other families because of their guns, and yet, gameplay wise it is easier to wipe the Salvatore's gang.
