The Salvatore Case: an example of conflict between game balance and lore

The case of the Salvatore often bugs me because they are depicted as a rising power in Fallout 2. According to the lore, Laser guns helped the family take out a lot of Bishop and Mordinho's men. A single man with a laser pistol could, according to Wright, wipe his whole clan. This is an exaggeration from him but even so, I feel the game balance contradicts the lore in a too obvous way.

Salvatore has less men than any of the other families, and if we organazied a fight between him and any other family, I am confident, The Bishop, the Mordinhos and possibly the Wright would win by a big margin.

They are a majo rising power and they were granted a decent territory by other families because of their guns, and yet, gameplay wise it is easier to wipe the Salvatore's gang.

But Salvatore has also the best armours out of all families. Metal armour is really good against 10 mm submachine guns and shotguns most other gangsters have, while whole Wright family wears plain clothes and Mordinos and Bishops get leather armours.
