Why is it when i take my laser rifle or plasma rifle, weapons that are capable of reducing enemies to a glowing pile of ash , and try to shoot a bottle on a table, or any other piece of junk in the game nothing happens. Yet if i take any gun, even a lowlie BB gun and shoot a bottle, it reacts normally. odd stuff

Its probably because the gamebyro couldnt do something like melt a glass bottle, and its probably also an oversight by Obsidian.
i chalk it up to an oversite from Obsiden, but its just odd when i'm firing say an assault carbine outside of vats at a mob, and as rounds hit debris around the mob it shatters or gets knocked around etc. and yet when i do the same with say the RCW nothin'. i should mention it the guys doing the NV version of the EVE mod
if you are already talking about the laser rifle and "hmmm" thoughts. Then you should ask your self why you can see the laser beam after all.

I have noticed that too but in a game where almost nothing of the environment is destructible this doesn't really bother me.
The engine itself on the other hand gave me many WTF moments. For example when walking against/ "pushing" another character they just hover above the ground.

I'd hoped that at some point they'd associate value to owned items (and change opinions with the owners with regards to your reputation)- i.e at idolized I could take a few chems and a little ammo, but not the big guns/expensive equipment?

Yeah it would've been nice if NPC's reactions to your theft was different based on the value of the item and how well liked you were by them, or how intimidating you look at the time and how well armed they are. A pencil and a Super-turbo-plasma-laser-cannon-rifle should not have the same value in the eyes of an NPC, and they should know that a pencil isn't worth attacking you over while you're wearing power armor and they're unarmed.
Edit: This could all have been fixed by just having NPC's who like you say something along the lines of "Just make sure to return that." or "Oh you can have that, we have tons more around back." whenever you take something that's not that important like a hat or a pencil or a bottle of soda.
Edit: I can understand a military getting upset when you steal their ammo, especially in the wasteland where enough ammo for an army is probably hard to come by, but they shouldn't start shooting you because you take their breath mints. Instead factions that like you should just say something like "Put that back." or just come and take it from you whenever you get caught stealing something important.

Yeah you can take anything that doesn't have value from them but if you take something that's worth even just one cap they'll start firing.

Walking down Freeside for the first time with my battered service rifle and ripped-to-shreds leather armor= 3 thugs, and I'm a bit wounded due to the surprise.
Much later: going to confirm that I'm ready for the final battle to Mr House, and wearing full condition T-51b armor, and a plasma caster (i.e. damn menacing= 3 thugs, seemingly unaware of my 'walking tank' status, end up vaporised 4 seconds later after an 'attempt' to mug me.
