TV in Fallout?

I know they've gotten radio to work and even full on computer networks up and running, so why haven't we seen any full-blown TV programs or stations in the fallout games? Something cute like cartoons or something, you know?

The Fallout universe does have working monitors and TV's, the intros for both Fallout 3 and 1 have working TV's broadcasting a signal and in Fallout 1 you see a monitor broadcasting propaganda for the Master at the cathedral.
