Who are the Van Graffs???

Look, Ma! Two Heads!
This is an odd faction/family in New Vegas.

We know a few things about them:
- they deal in energy weapons
- they're rivals of the Gun Runners
- they're from Redding and there a lot of them, most of whom are half siblings from their mother, Tiaret Van Graff's many husbands.
The thing is, they were a new addition in New Vegas and there's really nothing else to connect them to previous games other than Redding which wasn't even a prosperous community when Chosen first got there.

My theory? Tiaret Van Graff grew up in Redding, possibly making her living in the Malamute presumably where most of her kids from many different fathers were made. She wanted a better life and took all her kids to New Reno where she met Louis Salvatore. We know nothing about Salvatore except he's a dying old man and head of the most feared faction in the city at the time since Energy weapons weren't common. Maybe he once had a family, maybe he inherited everything from his whatever the case one day he encountered Tiaret and all her kids and saw that as the last opportunity to have some sort of family surrounding him on his death bed so he took them all in.
Inevitably, they would all learn the trade and inherit his wealth when he passed.

(SPOILERS) The Salvatore family only had access to Laser Pistols from the Enclave yet the Van Graffs sell SELL freaking Plasma Casters and Gauss Rifles. Screw where they came from! I want to know where they get a steady supply of military grade energy weapons to rival the Brotherhood of Steel.

They must have hit a cache at some point similar to Mr. Wright coming across the Sierra Army Depot.
 
Ex-prospectors who got stupid lucky with a weapons cache sounds about right. Trying to remember what Veronica says about the Van Graffs when you go into the Silver Rush with her in party.
 
My theory is the Van Graffs ARE ex-Enclave survivors like some of the ones who infiltrated NCR's government.

You'd think Arcade might have something interesting to say about them if this were the case. I mean, Arcade might only know the members of the one squad due to his father's involvement with them, but who knows. He might see something he recognizes somewhere. The Remnants never mention the Van Graffs either to my knowledge, which could just be oversight as they're really only involved with the Courier for For Auld Lang Syne, but...

Oh she actually says something about this? I've only ever gone to Silver Rush alone for the body guard quest or with Cass for her revenge mission.

Veronica has dialogue if you go to the Silver Rush, talk to Gloria and say something like you're just looking I think
