Fallout 2 mod Bridgekeeper does not mention KAGA (Restoration mod)

Look, Ma! Two Heads!
I've set up the Restoration Mod then I installed the armor looting mod on top of that, then started a new game, now the bridgekeeper does not mention KAGA when I leave the village so the KAGA encounters do not happen.

Why is the bridgekeeper not giving any options of mentioning KAGA?
 
Kaga encounters should still happen even if you didn't heard about him.
For the story about Kaga from Mynoc, asking him any advice before leaving the village should lead to the option.

That's what I'm saying, there are no options for advice on KAGA, I do not get any encounters with KAGA upon leaving the village (I wandered for months), I only get dialogue about the traders
