Steam version has the same content as GOG. Both of them are censored in some minor places, if that's what you mean by "cut from some original content".

First of all, that's basically asking about piracy and we don't do that here.
Second, I think the GOG version of Fallout 2 is the completely uncensored US version. At least I didn't notice any obvious cuts.
Steam/GOG version has some minor censorship on text and FRMs comparing to the original US CD-ROM release.

Those are vanilla game translations, they are likely not compatible.

F2FE - RPu + some minor files\fixes by Foxx (and other tools) - The translation should be 95-99.5/99.9% compatible.
F1FE - contains unique content and hasn't been translated.
Maybe, you should install RPu or Et-Tu. Sorry, but I won't be translating/adapting F1FE (not a translator, it takes a lot of time).

Hmmm, could you tell what is the unique content for F1FE? Cut content? New original missions? New joinable NPCs?
