You can use FO3Edit and FNVEdit to swap facegen values between NPC's in Fallout 3 and NV, not sure about player character though. If that would help I can give you more details.
What we have gotten permission to use and can convert to NV we will use, things we can't convert we'll recreate. There are already a number of "Classic" mods for NV that bring weapons, etc into the game and we will use these if permission is given and as appropriate.
