This problem was addressed a couple of pages ago, but try uninstalling FO2 and installing it to a completly different location then you usually would. I don't understand why, but it worked for me and someone else.
This question has been asked and answered a million times.
Start > Run > "dxdiag" > Sound tab > Turn Hardware Sound Acceleration to basic.
EDIT: By the way, the only thing that's different is you don't blow the overseer to pieces. I remember it having something to do with your Karma, so...
Well, I'm pretty sure voting is open to everyone. They just want you to sign up to nominate (which has already been done) and to make an entry into who you think will win each bracket. Fallout 2 is up against LoZ: OoT in it's first round so I doubt it will get very far. :(

While paying per e-mail is not my idea of a viable solution, it is a very large problem. Moreso for e-mail providers then the user. Bandwidth bills and all that.
