Alright, got the GoG version and it runs great. With the occasional graphics glitch and memory read error (usually while clicking to move somewhere) the worst of my problems, I'm now a very happy Fallout player. Thank you for all your help.

Alright, got rid of the black box and the wonky colors. Involved uninstalling the 3.0.6 patch and deleting the .dll and .ini files for it, reinstalling the patch, turning the settings to DirectX from Basic (32-bit color) and using the Palettestealer Suspender to monitor the program. Trying...
