Your directory structure looks perfectly fine now. It should work, barring corrupt files or some other problems.
See a fallout2.cfg file in your directory?
There are entries in there that refer to where the game reads data from. Make sure they are all right in your case.

And i was wondering why it took so long to appear. Anyway, expiration on sites like rapidshare are moot, because you'd upload the mods here anyway. So by the time the file expires on rapidshare, your uploaded file would be approved here and have a permanent home.

This happened to me once. I tried a few times, and finally decided to give it a try and actually download dload.php.
Then i changed the extension of that to .zip, and opened it. It was actually the file i wanted!
Some sort of bug with the downloads section?
