I just finished "that lucky old sun" quest by distributing energy to all region, but i don't gain fame with fallowers and Ignacio Rivas does not give me any reward. On my first and second playthrough i gained both fame and reward. Is this some sort of bug? I searched net and read somewhere...

Skill limit probably has to do something with beth oblivion skill limit. There are mods on nexus that allows to raise skills above 100.
