Well the unofficial patch and the res patch seemed to of fixed it for me, haven't tested all the way. newer games run great i can snap between a new game at full setting and desktop like that. now if there was a res patch for fo1 and starcraft. i think most low res mid 90s games run or do...

Well I installed the killap update and the high res patch on top of that ad it fixed the rainbow problem. There is still a few glitches due to the mods but it's more bearable, the glitches i had i think were from the 1024/768 setting as some maps weren't made for that size.

Yeah i found some programs in 64 bit like ventrillo and winrar. Watch the rars uncompress 64bit style :P I'l try looking into the "rainbow effect" some more and see if there is any way to fix it.
